Job Description The US Payroll and Tax Manager will serve as Thomson Reuter s subject matter and US Payroll Tax expert. The role will oversee our third party vendor that processes US payroll and tax and will be responsible for the resolution of any payroll and tax escalations. This role will also oversee the registration and/or closure of employment tax localities, preparation of withholding returns, filings and remittances. The manager will conduct regular reviews to ensure that all taxes are compliant with local, state, and Federal payroll tax requirements. The manager will also provide tier 2 support for all employee related payroll issues. This position will report to the Director of US Payroll.
Responsibilities:
Payroll Tax:
  • Ensure the organization's compliance with local, state and Federal tax withholding, remittance and reporting responsibilities.
  • Manage the third party vendor(s) that are responsible for the administration of the registration or closure of employment tax authorizations as well as the remittance and reporting of payroll tax.
  • Primary contact for payroll tax related issues, troubleshoot and resolve complex issues
  • Stay current on legislative and industry changes that affect US payroll tax withholding, remittance, or filing obligations.
  • Maintains internal control standards, including timely implementation of internal and external review points together with any issues raised by audits (both internal & external).
  • Review summaries of process control findings, present issues to management.
  • Recommend and implement operational changes as appropriate.
Payroll Processing:
  • Partner with Payroll vendor and cross-functional internal business partners (Finance and HR) to resolve Tier 2 employee payroll matters, inquiries, and problems
  • Partner with the Director- US Payroll Operations to ensure all aspects of the payroll cycle, including tax, benefits, wage attachments, etc. are processed, reconciled, audited and transmitted accurately and timely
  • Responsible for partnering with the Director- US Payroll Operations to ensure vendors quality control and auditing to ensure accuracy and low error or defect percentage;
  • Performs other day to day payroll processing activities or administrative duties as directed by Director of US Payroll
  • Proactively manages year-end payroll process, validation, and approval
  • Manages Tier 2 Payroll Case Inquiries and Tier 1 escalations
  • Ensures employee payment correction handling and re-issue of payroll payments is completed correctly by vendor
  • Partner with Director of US Payroll to maintain regional payroll vendor relationship and compliance
  • Conducts KPI/SLA Tracking
  • Manages Pay cycle Pre-processing Control Totals/Audits
  • Ensures payroll-related compliance policies and procedures are followed
  • Works with payroll Vendors to execute seamless payroll processing
  • Identifies and implements solutions for continuous payroll process improvement
  • Manages project level assignments as directed by Director of US Payroll
  • Manages and maintains overpayment and escheatment processes
  • Manages international assignees shadow payroll process for US and Canada
Qualifications
:
  • Minimum of five years of US payroll and payroll tax knowledge, multi-state and multi-company preferred.
  • Deep knowledge with a minimum of five years of handling all aspects of payroll tax duties and responsibilities, multi-state and multi-company preferred, or equivalent.
  • Strong knowledge of applicable rules and regulations surrounding payroll tax
  • Strong ability to read, comprehend and analyze intricate regulatory payroll tax information, including having a comprehensive understanding of payroll tax and the statutory environment, for Federal, local and state tax regulations.
  • Strong interpersonal, organizational, verbal, presentation and written communication skills.
  • Analytical, problem solving and organizational skills applied in a constantly changing fast paced environment.
  • Experience leading, managing or working with third party vendors.
  • Process improvement or simplification experience.
  • Knowledge of WorkDay is preferred. Particularly related to payroll and workforce administration
  • Certified Payroll Professional (CPP) designation preferred.
  • International business exposure/experience preferred
  • Experience with deferred compensation, vesting, stock
  • Experience with expatriate and union populations strongly preferred
  • Proficient with Microsoft Excel, PowerPoint, Word and Outlook
  • Excellent verbal, written and presentation communication skills
  • Excellent interpersonal and listening skills
  • Demonstrated ability to build strong relationships with employees at all levels within the organization
  • Ability to present and discuss complex data for a variety of audiences
  • Proven leadership and team building abilities
